How much can we realistically save?

Usually whichever you are already on, unless there is a specific reason to move. Migration between clouds costs real money and rarely pays back on price alone.
Can you migrate us off on-premise servers?
Yes, and it is normally done in stages with both running in parallel for a period. A single-weekend cutover is how you find out which undocumented dependency mattered.
Do you manage it afterwards?
If you want us to. The alternative, where we hand it over documented and your team runs it, is a real option and some clients take it. Both beat the arrangement where nobody is sure.
